If your control head is vacuum operated and your sure you have no vacuum leaks you prbably have a bad selecter switch. Look under dash for vacuum actuators which open and close the vent doors. Find the right one and if accessible pull on the rod in the actuator and that should open or close the doors. If that works check for vacuum to actuator if none and no vacuum leaks try replacing selector switch in control head.
