When the system removes the heat the compressor will start to cycle. If it isn't very hot to begin with It will cycle more often. When it is really hot and humid it will probably run nonstop. If the heat load isn't heavy this causes the low side pressure switch to reach it's cut out pressure of 19 to 21 psi quickly. That causes lots of cycling.
