In my opinion, having 20 PSI on the low side, shows me that there is enough suction to say that the compressor is working properly. When a compressor goes bad, pressures tend to equalize that means tend to be the same. Pressures are too low in both sides. I would recommend you to replace the expansion valve, which I think has been the problem since the begining.

This question is something diferent from the problem above mentioned, but Having the system open and since you replaced the drier, did you check what color was the oil?
