Subject:    Low side pressure is high

Year: 1991
Make: bmw
Model: 325i

High Side: 55    Low Side: 225
Refrigerant: 134a
Outside Temp: 95

I have purged lines, condenser, evaperator. Installed a new Expansion Valve, Filter/Dryer, and had the compressor rebuilt. Installed 5oz ester oil in compressor low port. Installed almost 2 oz into line between condenser and Filter/Dryer. It held vacuum at 28-29 overnight. vacuumed again at 28-29 for about 40 mins. I have installed one 13 oz can of 134a and get cool air. System calls for at least another 14 oz of 134. I dont dare put any more in with low side so high. If I rev engine to 1300-1500 rpm the low side drops to about 20. High side stays below 250. 2 fans. electric and clutch. both working. Why so high?
thanks!
