AC clutch will not engage

Hi, I have a 91 Toyota Celica 2.2 GT-S. When I bought this car they told me that the airconditioning was not working because the compressor is bad (so I got a good price on it, hahahaha).
Now I want to fix the ac, but don't know where to start, I can turn the core of my compressor with ease (little resistance) but when I turn the system on, it will not engage, the core will not turn. Before I am going to put another core in or another compressor I would like to know what else I should try first (before opening the system)
