Poor air flow

I am having a problem with poor air flow through the vents when the AC is on. The air feels pretty cold but you can barely feel the air moving. The fan is running and the air flow for the defroster and the floor vents seem good. I was told that the evaporator coil is dirty and needs to be cleaned. If so how do I get to it and how do I clean it. Also, could the air vent be restricted or not opening properly? How do I check that?

Any help would be appreciated, I'm tired of being fleased my auto repair shops and if this is something I might be able to do I would like to try it.
