I recall in older GM cars that moving to the MAX-AC setting would push the fan x-tra fast. This doesn't seem to mean much though because when I got my fan shroud off my Chrysler and turned the fan on high, boy was it fast. I suspect your cleaning trick didn't work. I wouldn't think a shot of brake clean is enough to take that stuff off. Besides, if there is any oil on it then it must be leaking and needs to be fixed or replaced unless AC isn't your interest.
