R-12 Freon Cylinder Capacity........????HELP????

I just purchased a used robinair recycling maching and a "empty" freon tank attached. It is a R-12 recovery cylinder with two valves on the neck of the tank, it has 47.6 WC and 27 TW stamped in the metal. The cylider currently weights 31 lbs!! I am guessing it is a 50lbs tank because of 47.6WC, I checked for reference a 30lbs propane tank that has 47.6WC and 7 TW stampted on the neck of the tank. So now I am confused wondering about the capacity of the freon tank. How do I determine how much freon is left in the tank???? Please help I am anxious to know about the remaining freon in the tank.
