Expansion Value Too Noisy

This is my first post so here it goes; I have a fairly new 1998 lexus es300. The problem is when the car is being driven with the a/c on, set to any temperature, fan speed of 1 thru 5, the expansion value expands making that expansion noise that it does, but very loudly, every 20 seconds or so, for a duration of 5 to 7 seconds or so, continuously as long as the vehicle is moving, regardless of the outside temperature. At stop lights when the vehicle is standing still, the expansion noise can barely be heard (which is the way I think it should be). I took the vehicle to the dealer and they told me that the reason I hear the loudness of the expansion from the expansion value is because the lexus car is so quiet. How can a car be quiet if there is one sound that is heard over all other sounds in the car? My question is, does this sound normal for an expansion value to expand this often, for this duration, and make a loud expansion sound that is this noticeable? Regardless of what the dealer said about the quietness of the car, can this be caused be low freon?
