problem, but this energy is controlled by your heater control panel, soem are all electronic that activate electro-vacuum valves that direct this vacuum, others use a mechanical like vacuum valve, since hitting the dash gets it to work, sounds like you have a bad electrical connection, you have to dig in there and do some contact metal cleaning, so much easier if someone forgets to hook the vacuum line back to the intake manifold, but you are not that lucky.
